Uneven Skin Tone, Pimples, Stretch Marks. Can Stop Melanin Production With Benoquin? Any Side Effects?

Hi,
I am a 35 year old male from middle east. My skin has an un even color and can go darker one shade in just 5 minutes exposure to sunlight (walking in the streets and not tanning). My sisters (4 sisters) have the same problem, though we don't like to wonder in the sun often but needs of job. The problem is that once getting the color, it takes more than a year to reduce it a bit, even with SPF's 50+ & 100+ (Bioderma Brand). The most funny facts is that the inner parts of our body is darker than the exposed ones though they are under layers of cloths. Not to mention Pimple marks, stretch marks & scars of minor injuries, even in emotional statues, room & body temperature our skin turns to darker-spotty color.
We wants to stop melanin production in our skin, is it possible with certain creams such as Benoquin?.
As a web surfe, we found two types of it: Benoquin Hydroquinon & Benoquin Monobenzon (product of Mac).
I have purchased the second type from India via mail express and received it in a 20% - 20 grams tube but not used it yet.
can we use it? And if there are side effects rather than sensitivity to sun light, what would it be?.
In my country, people with vitiligo are using Benoquin and going out in the sun normally, some with sun blocks & others without (we can see that from being pink colored in the sun).
we heard alot of doctors saying it's not safe to use, when asked for evidence of actual cases, they have no response except for "it might cause but no cases have been reported" though people are using it for over 20 years.
Which is better: Hydrokenon or Monobenzon? and which company or brand to use?.
