Treatment For Early Discharge And White Skin On Penis Head?

Hi, I am ajay from ghaziabad. Iam having serious weakness durng sex. I observe that a white skin on the mouth of penis is coming out. Early discharge is also a major concern. While discharging liquid is very lite like water. Please suggess me what to do.and plz advice a nice doctor in ghaziabad.
