Swelling On Tip Of Foreskin, Unable To Retract It, Pain On Urinating. Treatment?

hello, i am 21 year old guy. Since past few days, the tip of the foreskin of my penis had become swelled and i couldn t pull it back. it pains when i try to do so. when i pulled it back, i could see a white layer beneath the the foreskin as well as on the head of the penis. It doesn t stink but the tip pains at times when i urinate. i haven t applied anything yet but I am very very concerned about it. please help..
