Hello Shadiem , greetings from healthcaremagic.com

I am Dr Sourav Chakraborty and i have gone through case scenario of your boyfriend in detail, i believe he is suffering from balanitis or balanoposthitis. Balanitis is inflammation of the glans penis/head of the penis/tip of penis. The inflammation when involves the foreskin /prepuce in uncircumcised men then it is known as balanoposthitis. If the foreskin alone is inflamed then it is known as posthitis only . It is common in any age group in boys and men who have not been circumcised but does not always warrant the need for a circumcision as a preventative measure. Most cases are due to infections and poor personal hygiene. It is not a life threatening condition but can lead to serious complications if left untreated or neglected . Treatment plan varies as per clinical presentation but in long term he has to practice proper hygeine or he might suffer from discomforting complications like phimosis and urinary tract infections. Please ask your boyfriend to seek an appointment with his primary physician at the earliest. Hope i have been able to help you with your doubts and please do forgive me for grammatical errors , if any. Take care.
