Hello,

First of all, I would like to say, colour of skin is genetically decided.
No any cream, ointment or facial can make a change. They maximum do is to remove upper dead skin layer and pollutants temporarily. Neither there is any natural way to change skin colour nor by any artificial means.
Ya, you can use cosmetics to have somewhat lighter shade than you actually have.
Second, You have asked about plastic surgery. Plastic surgeries are to correct anatomical defects, traumatic repairs etc. Also there is no way to change whole body skin colour. So no need to justify costs.

Lastly, Dont underestimate yourself by means of skin colour.

Regards.
