Hi Welcome to HEALTHCARE MAGIC..

I have gone through your query and can understand your concern...
Scrotum has other parts to it besides the testicles. You may feel small, squishy lumps of tubes. These tubes are the sperm tubes that connect your testicles to the rest of your body. If you notice a hard lump, get checked by a doctor.
Also scrotum becomes saggy in hot weather & get shrunken in cold weather. This is to maintain the testis at right temperature, so that they could make sperms. So sagging of scrotum is also not a problem.
Hence all your findings might be normal.
Refer to a physician for consultation

Don't worry you would be fine
Hoping your query is solved.
