Hello and welcome to HCM,
Swollen clitoris associated with itching is suggestive of fungal infection.
An anti-fungal ointment can be used to relieve the symptoms of swelling and itching.
Consult your primary healthcare provider for clinical assessment and prescription of anti-fungal ointment.
In case there is any kind of discharge, you need to get microbiological examination of discharge also.

Thanks and take care
