Orthopaedic Surgeon 's  Response
Hello,

I think that you should see an orthopedic doctor. Even though you can move your arm, still there are some conditions that you can have some range of motion but not complete one. For example, you may have rotator cuff tear which is a tear of group of muscles that lift up the arm in some degree. MRI can show this condition and proper treatment should be carried out.

Hope I have answered your query. Let me know if I can assist you further.

Regards,
Dr. Edvin Selmani
