Orthopaedic Surgeon, Joint Replacement 's  Response
I have studied your case and I believe that your mother is having planter fascitis. In this disease there is abnormal bone in the heel called as calcaneal spur. This bone causes pain and swelling in the heel. I have following suggestions for you.
1. Get x ray of the heel to find out how big calcaneal spur is there in your heel.
2. Use soft foot wear or ready made silicon insoles to avoid pressure on heel.
3. Hot water fomentation twice daily is helpful
4. If pain is very severe then you can get steroid injection in the heel. It will take care of the inflammation. This injection can be repeated after 3 months.
5. Off and on pain killer like Brufen is allowed.
In last resort You have to try excision of the spur.
I find this answer helpful
