Orthopaedic Surgeon 's  Response
Hi,

Edema in dependent parts occurs with renal and heart issues while the one over the face is peculiar for hormonal imbalance especially thyroid and cortisol. You need to get your mothers thyroid and cortisol level checked.

Take care. Hope I have answered your question. Let me know if I can assist you further.

Regards,
Dr. Rohan Shanker Tiwari, Orthopedic Surgeon
