Suggest Treatment For Loose Stool With Blood And Low WBC

my fiance has been having problems with bloody stools, loose stools, and stomach problems since he had his oppendix out 6 years ago. He has been in the hospital several times, and has seen specialists, and now he was told that since 2009 his white blood cell count has gone from 9 to 4.6. This was 2 days ago, and today went to 3.1. What does this mean?
