Suggest Treatment For Itchy Swollen Bags Under Eyes

I have itchy, swollen bags under my eyes. I ve been taking Bendryl and thinking it was a reaction to makeup, but I ve switched make up and it doesn t seem to be that. My eyelids and actual eyes are fine. Could it be a reaction to my saline solution?
