Suggest treatment for insect bite like blisters

Hi my ten month son has this blisters that will not go away. At first when they come out they look very red kind of like a insect bite it stays like for couple days then slowly comes down but never go completly away. New ones come out on the chest scalp neck and back. Dr. did a swab no infection.

Skin red lesions in different parts of the body and continuously appear and disappear,in a child of young age, a possible diagnosis is Atopic Dermatitis.
I treat my patients with Hydrocortisone cream twice a day when Atopic Dermatitis is the diagnosis.Please consult your doctor for a prescription.
