Hello and Welcome to ‘Ask A Doctor’ service.

I have reviewed your query and here is my advice. First you have to consult the urologist. He will examine the skin attached and severity. Do not touch the bleeding area or tamper with it in any way. It can be improved by stretching and by steroid application.

But best treatment after confirmation is surgery under local anesthesia. There are two types of surgery:

Frenuloplasty -- In this surgery, frenulum should be repaired and lengthened.

Circumscision -- In this procedure frenulum is cut with foreskin. Avoid sex/ masturbation till it will completely heal.

So consult the urologist and then go for surgery according to advice by doctor.

Hope this may help you. Let me know if I can assist you further.

Best regards,
Dr. Sagar
