It looks like your brother is suffering from drug resistant epilepsy. Due to brain maturation and multiple medications seizures change their nature and severity. Some seizures lasts less than few seconds and we might feel we are able to control them by will and diversion of attention. So I personally feel you need to see a Epileptologist for detailed evaluation for epilepsy syndrome diagnosis and to look for alternate modes of treatment like epilepsy surgery to cure his epilepsy.
