About a month ago I noticed what I then thought to be a canker sore is not presenting like one now. Since then the canker sore diminished but I have a noticeable white hard bump just under my second right lower tooth almost like a protrusion through the gums. I have had a deep cleaning with in the past 6 months. But I also chew tobacco. That have currently stopped over the last month. What should I do?

As per your complain and presentation of symptoms the white hard lump over the gums can be due to gum injury forming a Gum boil or can be due to infection in the gums leading to formation of a Gingival abscess or if it has involved deeper structures like jaw bone it can be a Periodontal Abscess..
If the tooth under which there is lump formation is infected and has a cavity it can be a Dental Abscess due to formation of pus below the root tips of tooth and appeaing over the gums..
Nothing to worry consult an Oral Physician and get evaluated and in case of gum iboil localized scaling and application of gum paint will relieve.. In case of gum infection Deep scaling followed by antibiotics and painkillers and application of antimicrobial ointment will relieve..
For tooth infection either root canal treatment or extraction depending upon the tooth condition will help and it can be ruled out in x ray...
