hello sir

your symptoms suggest third nerve that is oculomotor nerve paralysis isolated or with fourth and sixth nerve

cause could be medical diabetes or high blood pressure
or surgical comething compressing nerves constant or intermittent

you need to get yourself examined for these by blood tests ,a CT scan with and without contrast and an MRI BRAIN all of above to proceed ahead for definitive treatment
good luck sir
