Suggest Treatment For A Rash On The Neck

I wore a cheap necklace and bath with Irish Spring liquid soap and my neck has a rash on it and the rash has starting to look like dead skin is that an good sign or I need to speak with a doctor? I recently used Benadryl but its seems to not be working as expected.
