Anxiety is fear of something which may or may not be true or may or may not happen in the future. Such a fear is carried by everyone in the world. But everyone do know they have no control over such future events and therefore it is futile to think and worry about them. Secondly, nobody has enough time to think about it. Thirdly everyone are busy living, there is no other alternative except living properly.
But in your sister's case, it seems that she is disappointed about something. Disappointment which arises out of unforeseen life events do bring such symptoms like sadness, irritation, anger,
