Suggest Remedy For Red, Bumpy Rash On Anus Of A Toddler

My 3 1/2 old son has a very bad rash on his butthole. Its very red and bumpy. It is now so dry that its starting to split right at the very top before the butthole. I'm thinking this might have to do with him pooping, not telling anyone. But it just looks so painful! Help!
