Suggest Cure For Itchy Skin Caused After Sun Exposure

Hi Doctor, My sister is suffering from skin rashes. this comes and goes. when ever she go out during sun light part of skin which exposed to sun is turning into red and starts itching and it disappears after couple of hours. When we did blood test IgE level is 220 IU/mL. What is this problem? which specialist doctor we should contact ? how long does it take cure completely. Thanks.
