Hello and Welcome to ‘Ask A Doctor’ service.
I have reviewed your query and here is my advice

Xanax is a brand name of Alprazolam. It’s psychiatric drug and could not be available as over the counter. Alternatives are Clonazepam and Diazepam, they are also prescription drugs.
He might require psychiatric evaluation and de-addiction.

Consult a psychiatrist and get evaluated.

Hope I have answered your query.
Let me know if I can assist you further.
