Hi,
I Have Read Your Question,
Hepatitis B is an infectious inflammatory illness of the liver caused by the hepatitis B virus (HBV).
Perinatal infection is a major route of infection.
Working in a healthcare setting, transfusions, dialysis, acupuncture, tattooing, sharing razors or toothbrushes with an infected person, travel in countries where it is endemic, and residence in an institution are the other risk factors for developing HBV infection.
However, hepatitis B viruses cannot be spread by holding hands, sharing eating utensils or drinking glasses, kissing, hugging, coughing, sneezing.
The acute illness causes liver inflammation, vomiting, jaundice, and, rarely, death.
Chronic hepatitis B may eventually cause cirrhosis and liver cancer.
The infection is preventable by vaccination.
Since you have mentioned that your father isn't an alcoholic person , i suggest you to check the others reasons i have mentioned above to find the actual cause if any.
This Disease is completely curable in the initial stages and may require a transplant in the final stages ,
I suggest you to check the diagnosis with two or more doctors before coming to a conclusion , since such diseases may show up mistakenly , any way i don't suspect the efficiency of your doctor, but i would recommend you to check with another Liver Specialist also.

Since you have said that it is difficult for you to afford costly liver surgeries i recommend you to try at PGI Chandigarh , or an NGo "MOHAN" At Hyderabad India to help you.

Wishing your Father and your family A good health!
