Sudden Increase In Blood Pressure After Taking Steroid Shot For Back Pain

My mom (88 yrs) was at the doctors for a steroid shot for back pain. When they checked her blood pressure it was really high ( 221/ ) ; they had already given het a sedative. They kept checking her. It stayed up for over an hour. By the time we left it was down to 166/77. They said if it went up to to 180 to take her to the e.r.
We took her pressure 2 hrs later and it was 140. She does not have a history of high blood pressure. In the last day or two she has made some comments that made no sense at all. Then she is fine and I can understand her. Thoughts?
