Small child, white discharge from penis. Taking formula milk, constipation. Causes?

My 13 month year old son had a long white string that came out of his penis , what is it? He has been on formula for a month now. Since it is strong for him we dialute the milk with water, because he was becoming very constipated when we given him the milk whole. Very worried and not sure what this could be. This is most likely smegma, the normal secretion of the skin that covers the last portion of the penis. Don't worry, it is completely normal and has no relationship to what feeds the child is getting etc.
