Small Child Suffering From High Temperature. On Crocin Syrup, Cold Packs Applied, No Relief. Cause Of Worry?

my son who is 3 and half has 103.5 to 103.3 fever since 8 am today. i have given him cold packs and crocin syrup for children 2 times. it is now 1 pm. should i worry. he has been traveling between XXX and XXXX3 times in the past 3 weeks as we are re-locating. do i need to take him to the doctor. the fever has not come down.
