Skin dry, darker than other body parts, white spots on face and hands. Solution?

Hello, I have just shifted to Bangalore, India where in the climate is good but very dry because of which I develop white sports on my face and hands when I go out in the morning after bath. Also, my face skin, hands skin is darker than other body parts. I use Dove soap and my skin is a bit oily in nature. Please recommend me a solution. Many Thanks.

face and hand 's skin expose to sun ,dust ,dirt,pollution etc so expose skin is dark
as you have dry skin so chance of darkness i s higher in dry skin
white spot may be due to sun allergy ,vitamin deficiency or dry skin .
the best thing will work in your case is -apply good moisturizer on face and hand 3 times a day-venusia lotion and use good sun screen like shadows 30 .
drink more water and wear full cloths
if problem persist better to consult dermatologist
