Hi,
As you have mentioned, your sister is having severe hair fall which is hereditary and all the required tests have been done. If it is hereditary, it is most probably androgenetic alopecia( female pattern baldness). If there is hormonal derangement excessively oily scalp with dandruff and female pattern hair fall may occur. But the treatment offered that you have mentioned, does not seem to follow the standard approved treatment guidelines for such kind of hair fall. If it is female pattern baldness, usually treatment in the form of minoxidil solution two percent and anti androgens like cyproterone acetate, spirinolactone should be tried for few months. The treatment that your doctor prescribed contains an antifungal, nutritional supplement and a hair stimulator containing biotin which are just adjuvant treatment or could be given if somebody is having hair fall due to severe dandruff. So there is some lacuna either in diagnosis or your mentioning of the treatments taken so far by your sister.

As far as mesotherapy is concerned it is a micro needling therapy where drugs like minoxidil, biotin or stem cell factors or platelet rich plasma are directly instilled into the dermis to stimulate hair follicles. Once the response is achieved patient is required either to take maintenance sessions or apply minoxidil for prolonged periods. Results of hair transplant depends upon graft survival and in 95 percent of cases it is successful.
Hope that answers your query. Take care.
