Hello and welcome to HCM,

A dry and red lesion on the external genitalia counld be a manifestation of sexual transmitted or a skin lesion.
If there is associated discharge, you need to get the discharge examined for the presence of some infection.
If there is no infection, you need to consult a dermatologist for clinical examination.
Sun burn is unlikely to involve covered areas.
A number of skin lesions can involve the genitalia, like psoriasis, erythema, lupus vulgaris, lichen planus, etc.
A clinical examination will help to plan further investigations.
A biopsy may be required to know exact character of the lesion.
Management will depend on the basis of the biopsy report.

Thanks and take care
