Hi, Welcome to HCM. You had protected vaginal sex. There is a possibility that your base of penis and scrotum were not protected by condom. Moreover you had a oral sex also. You gave history of kissing each other when you had an outbreak of HSV 1 lesions. Red bump under your scrotal area may be due an intertrigo , a skin condition just like an Eczema. It may be any other skin condition right from a psoriasis to a furuncle. Herpes would appear as vesicles which then ulcerate to form tiny grouped sores in the infected area. As you had not mention any pain or itching, an isolated wart also a possibility. Consult a Dermatologist, he will examine the lesion and with investigation will come to a diagnosis.
