Pediatrician 's  Response
Hi,
Thank you for asking question on health care magic.
The baby did not cry at the time of birth suggests that the baby had birth asphyxia leading to brain damage,
Probably he is a case of cerebral palsy.
Much improvement can not be expected at this age as almost 90% of the brain development is complete by the end of 2nd year.
He needs to be under constant medical supervision,
Physiotherapy may help.
Hope this answer will serve your purpose
Please feel free to ask any more queries if required
Take care
