Apart from hormonal causes, the main cause of hair loss is an inherent tendency to baldness which cannot be prevented as the hair loss persists despite what you take. It seems most probably you had male pattern baldness and the prescription suggested by your doctor is perfectly fine. Firstly one month period is a small time to notice much visible result and secondly use of minoxidil can initially lead to increased hair shedding. This hair fall is basically of telogen hair(that were actually meant to fall). So there is nothing much to worry. You need to continue medication atleast for four months to notice desirable results.
