Lump On The Inner Thigh Recurring After Removal. Could This Be A Scar Tissue?

Hi. 28 years ago when I was 20 I had a small lump on my inner right thigh. The doctor removed it and said it was a small peice of vien he cut out. The surgery only took a few minutes. For the last few years I have notice the lump coming back exactly on the same spot....where it was cut out. Could this be scare tissue or possibly the same problem. I am concern about this. Thank you

it is likely to be an hypertrophic scar or keloid,is it itchy and red?do consult a plastic surgeon,he will put your doubts right
