Large red welts along thighs, underarms. Using topical cortisone, benedryl, no relief. Treatment?

My daughter has huge red welts along the back of her thighs and her underarms with a few more spots here and there. We thought it was either mosquitoes or chiggers since she was playing out in the yard Wednesday night. It does not seem to be responding to any topical cortisone or taking benedryl . school nurse just sent her home.
