Itchy Water Blister On Leg, Throbbing, Recurring Condition. Treatment?

I have an itchy water blister on the upper back of leg. About a week ago my leg started to throb (about 4 in. diameter around the blister) Today I woke and the blister returned. It usually takes about a week for it to clear up. This occurs a couple of times a year for the last 4-5 yrs. It first happened when I was in.
