Irritation to soap/shampoo
Poor hygiene
Candida infection
Scabies
Pubic lice
Herpes
Trichomoniasis
Psychological/ sexual cause
Balanitis
Contact dermatitis due to latex condoms

So please find the possible reason for your problem
