Is Surgery Required For Third Degree Lateral Meniscal Tear Of Anterior Horns?

Hello

My husband had a third degree lateral meniscal tear of anterior and posterior horns. Today is the 14th days, he is in conservative treatment now RICE. Is surgery needed, he is not interested in surgery. He is 26 years old, height 6 feet and weight 90 kgs.
