Is Surgery Possible For Navel Hernia?

I was told on my 2nd child that I mite have a bellybutton hernia. I had my 3rd child 9 mths ago but I find the top and middle part of my tummy is bigger to the bottom part.. i had my baby by emergency c section... I ve been exercising dieting but top part still looks puffed out.. can they operate on a belly button hernia
