Is Surgery Needed To Save The Tooth?

i had a seizure and fell on my face 6 months ago loosening one of my front top teeth. a periodontist say i need "osseous surgery" to add cow bovine to the loose tooth. the tooth seems to be tightening up every week and is not very loose at all. another dentist says i won't lose the tooth. do i have to have the surgery?
