It can be hard to tell without an exam, but the skin of the vulva is the same as the skin elsewhere on the body. It is not unusual for individual follicles to get plugged creating a whitehead, a blocked pocket of the oil gland. Using creamy soaps and moisturizers can promote the problem. A non painful whitehead is not an STD. The only non painful genital lesion is an ulcer that resolves in a month or two, and associated with syphillis. It is not what you are describing, but if you are worried any doctor or family planning clinic can check your blood to rule it out.
