Hi,

I have gone through your query.
With diabetes, hypoglycemia is always a concern. Hypoglycemia is more fatal than hyperglycemia. She is on 28 units insulin and you haven't mentioned her present blood sugar level.
As she is having hypoglycemic attack, her insulin dose need to be adjusted. Consult her diabetologist for investigations and doses.

Hope I have answered you.
Wish you good health
