Is It Serious If Passing Blood In Stools?

I am having lots of bright red blood in the toilet and on the toilet paper. The water looks like red koolaid or something. And when I think I go there is nothing but this blood. Should I go to the er?

I really appreciate your concern, if you are very much sure that it is the blood only then it needs to be confirmed whether it is from the rectum or per vagina, because it could be fissure or hemorrhoid, if this is bleeding P/V then it could be due to menses, in sever condition you can see the ER hope this information helps.
