Im 17 and i want to get a nose percing and a tattoo. Would it effect me in a bad way beacuse of my RA? Is it safe?

If you are stable, nose piercing is safe, so is tattoo, if done carefully and hygienically. There are always chances of infection , so do it one by one, and in case of symptoms visit your physician immediately.
