its definitely normal for a 12 year old girl to masturbate...totally natural. however, the thing that is disturbing is that she is video taping herself. i would be concerned that she is posting it on the internet or sending it to someone...which is just a bad bad idea. i would definitely talk to her about the video, and ask her why she did it. and talk to her about why its not such a good idea to videotape that sort of thing, especially if she's planning on giving it to someone or putting it on the internet...that can absolutely come back to haunt her.

ok, since this is a place where ppl ask questions and try to help each other ill admit that i am a girl and masterbated since very very young. like 7 young. i only taped it once out of curiousity. that may be what it is for her and i hope that is ALL it is. however i would kinda mention torwards the tape and stuff and talk to her about it.
