Is C-section Suggested In Woman With Low Bp?

I am 38 months pragnant
I had my 1st baby with C-Section
and weight of my second baby is not increasing for last 2 weeks
My BP and other vital signals are normal, please suggest if i need to go for delivery this week or i can wait for one more week. And can i go for C-Section
