Is Blood In Urine, fever And Headache Sign Of UTI?

My 16 year old daughter has a sever UTI, weakness, blood in urine, on/off fever, extreme headache (migraine?)

Saturday: Pediatricial prescribed oral antibiotics

Sunday: After third dose of antibiotics and no improvement in condition, went to ER. After urinating in a cup, they diagnosed "Raging" UTI and dehydration. They did IV hydration, and IV antibiotics. Sent us home with instructions to visit pediatritian on Monday.

Monday: (Today) went to pediatrician, after examination, he sent us to ER to rule out Kidney infection. ER did IV hydration, IV morphine, blood tests, Kidney Ultrasound. They determined no kidney infection, and good white blood cells.

We are home now, still taking oral antibiotics. Still blood in urine, still severe weakness, severe headache, extreme sensitivity to light. Less pain urinating.

Why is she still so weak and in head pain? Could this be something other than the UTI? I am very concerned and confused.
