Inflammation In Penis, Normal While Pulling Backwards. Will I Require Circumcision?

Dear Doctor,
when i pull my foreskin backwards it appears normal, but if I leave it in that position for a few hours an inflammation occurs on the sides of my penis.When brought back to the normal condition, after a few hours the inflammation goes. There is no pain. Will I require circumcision? can u suggest a remedy for my problem.

first rule out local infection.do cbc &bl.suger.you did not mention yr age.take the opinion of dematologist&then surgeon
