I suffered a brain bleed in December of last year.

I suffered a brain bleed in December of last year. I need to have a deep cleaning of my gums from my dentist. My question is, is this a safe pprocedure given my medical history. Also, winter is approaching and I understand that my blood pressure may rise during winter months. Should I be concerned and what can I do to keep it from fluctuating in the winter?
