I have swelling in both of my feet and about

I have swelling in both of my feet and about halfway up my legs. My right calf is swollen to the point that I don't think it can swell any more. It is very painful only in my right calf and it is very red and has heat in it. I do not see any bite marks or any other obvious markings that were not previously there. Do you have any idea as to what this could be?

I am 19 and have had swelling in both ankles and feet for years now and it never fully goes away. The problem is more severe on the right side than the left. I have tried seeing doctors before but no one can tell me what is wrong, except to say that something definitely is. What could I have? I had been going to the gym but have slowed down, but I one way or the other I will return. I find my muscles tight, what don you think?
