How To Treat The Little Bites On My Son S Skin?

My son has lots of little bites he says are from some type of burrowing critter . He lived in a motel room that wasn t the cleanest for several weeks and although he sprayed the mattress, etc he still is covered with itchy bites. Is there any OTC product he can use? What might these critters be? Mites, bedbugs? He said they look like pepper specks that get under the skin.
